Do you have suggestions for hosting a free to low budget party/ mixer?

We have a band playing and tons of drink specials etc… but wondering if anyone has any spectacular hawaiian inspired recipes wether they are food or drink. Keep in mind we will be serving lots of people and these recipes would need to be cost effective. Also any ideas about ways to decorate… we have found few decorations here and there at the “dollar” stores. I am hosting a party at our new house this weekend. I’ve never played host before, so I have no idea what to do. There will be about 20 people there and hopefully it doesn’t rain.

Along with entertaining, I need to develop a menu. I believe we will do hamburgers and hot dogs (any other ideas are welcomed), but I am stumped for side dishes. Does anyone have an easy and delicious macaroni salad recipe? I would prefer if it didn’t have any seafood in it.
