best free web hosting with php 5.xxx,mysql and all php stuff enabled?

does anyone know a free web hosting service which has php v. 5.xxx and (almost) all php scripts work and mysql? i was using another host when i suddenly discovered that php barely works and mail() won’t work at all…:(
so im looking for another host,it has to be free,ads-free and as many benefits as possible…
promise to give a best answer to the one that gives me the best hosting !!! :)

What is the best (& least expensive) Tomcat enabled web hosting provider?

I need a host that has
1. Tomcat (w/ access to Manager for uploading .war files)
2. MySql
3. bulk FTP capabilities
4. less than $20/month

Space, email addresses and extra domain names not important. Tomcat & MySql (or Postgres) are essential. Being able to restart the Tomcat JVM? Priceless.

Recommendations?
